list_reference_sets
List the reference sets (the user's trained styles / custom models) for a workspace.
Returns compact summaries; optional fulltext matches on name/description, and an optional category
narrows to one kind of set. Only sets that are ready to generate with are listed: archived sets,
and empty ones (no usable input files, no active finetune and no prompt fragments) are omitted.
