list_workflows
List the saved generation workflows (published blueprints) in a workspace. Read-only.
A workflow is a fixed pipeline of Layer operations (model generations, image/video/audio
edits and fixed values) that the user built in Layer. Each entry carries its input/output
schemas, which execute_workflow validates `inputs` against.
For multi-step workflow guidance, call get_workflow_instructions.
